On reviewing (and rejecting) papers

Once you receive a paper for reviewing, it is your duty to find the flaws at a theoretical and practical level, with a clear vision of the implications of the acceptance of author's work in their field of application.

Nevertheless, some highly qualified articles can be rejected a cause of a bad-reviewer, as some of the turing-award scientists (E Codd, CAR Hoare, E. Dijkstra..) relates in an article by Simone Santini. You can check their experiences here.
